Certified Home Health Agencies    click to view

Certified Home Health Agencies (CHHA) provide home care services including skilled nursing, physical therapy, occupational therapy, medical social work, durable medical equipment, and home health aides. Only CHHAs and Long Term Home Health Programs (refer to listing) are able to bill Medicare, and therefore, are required to be certified by the Health Care Financing Administration in Washington. New York State limits the number of agencies which can become certified based on the level of need in the community. When care is covered by Medicare, it is usually provided for a short period of time following an acute care stay in a hospital or rehabilitation facility (but may also be provided for longer periods of time in special situations) and must be ordered by the physician. Payment sources include Medicare, Medicaid, commercial insurance and long term care insurance.

Licensed Home Health Agencies    click to view

Licensed Home Care Services Agencies (LHCSA) provide some of the same services as CHHAs but cannot directly bill Medicare. They are required to be licensed by the New York State Department of Health. Services are primarily personal care services such as dressing, bathing and toileting, but some LHCSAs may provide nursing service. LHCSAs may also provide home support services such as housekeeping, meal preparation, errands, etc. Payment sources include private pay, commercial insurance, and long term care insurance. Licensed Home Care Services Agencies may provide aide service to a client during a Medicare covered episode if it does so through contract with a CHHA for billing purposes.

Long Term Home Health Care Programs    click to view

Also called "Nursing Homes Without Walls", Long Term Home Health Programs (LTHHCP) provide nursing home level care within the client's own home. Clients must be nursing home-eligible. Like Certified Home Health Agencies, LTHHCPs are required to be certified by the Health Care Finance Administration. LTHHCPs differ from Certified Home Health Agencies in that services are provided on a long term basis rather than short term or acute care basis. These programs are specific to New York State. Service include nursing, physical therapy, respiratory therapy, medical social work, and home health aides. Additional services may include social adult day services, home delivered meals, personal emergency response system, transportation services, and nutritional counseling. Payment sources include Medicare, Medicaid, commercial insurance, long term care insurance, and private pay.
